What is TELL?

TELL intends to build up national networks of experts with a view to developing a Guide to the Council of Europe Recommendation on library legislation and policy in Europe. It also plans to organise events and training opportunities to raise awareness among politicians, administrators and professionals on the European Structural and Investment Funds.

About TELL: The TELL – TRANS-EUROPEAN LEARNING LIBRARIES 

project brings together eight partners from seven countries to develop a successful educational model in promoting the Council of Europe Recommendation throughout Europe and library financing through the European Structural and Investment Funds. The initiative includes the creation of an innovative curriculum, the organization of 2 Winter schools and the implementation of a Road Map to the inclusion of libraries in the European Structural and Investment Funds 2028-2035, all addressing the needs of both librarians and their communities

TELL (Trans-European Learning Libraries) is a project funded under the Erasmus programme in seven European countries, which aims to produce the Guide to the Recommendation of the Council of Europe on Library Legislation and Policy in Europe.

With this Guide, Rete delle Reti will assist Italian and European libraries in translating the vision and mission expressed by the Recommendation of the Council of Europe into operational practice.

The Questionnaire refers to the first four Sections of the Council of Europe Recommendation:

I. Freedom of expression, free access to information and democratic participation;

II. Libraries in the context of the United Nations 2030 Agenda for Sustainable Development;

III. Global and local threats and library activities;

IV. Digital transformation and promotion of a sustainable, trustworthy and inclusive library ecosystem.

The Questionnaire is anonymous. Its results will be useful in defining the Recommendation Guide, which we aim to publish in autumn 2025.
