Policy Objectives 4 and 5 of the European Structural and Investment Funds

Slovenia’s implementation of Policy Objective 4 is centered on enhancing social cohesion, reducing poverty, and improving employment opportunities. The country is leveraging the European Social Fund Plus (ESF+) to address these challenges.

  • Key areas of focus include:

    • Active labor market policies: Slovenia is investing in programs aimed at reintegrating the long-term unemployed into the workforce, providing job training and placement services, and supporting entrepreneurship initiatives.
    • Youth employment: The country is implementing measures to combat youth unemployment, such as apprenticeships, traineeships, and early school-to-work transitions.
    • Social inclusion: Slovenia is addressing social exclusion by supporting vulnerable groups, including people with disabilities, Roma communities, and migrants. This involves providing access to education, healthcare, and housing.
    • Education and training: The country is investing in lifelong learning opportunities to enhance skills and employability. This includes support for vocational education, higher education, and adult education.

    To achieve these goals, Slovenia is collaborating with social partners, NGOs, and local authorities. The implementation strategy emphasizes a holistic approach, combining various measures to address the root causes of social exclusion and unemployment.

Slovenia’s strategy for implementing Policy Objective 5 focuses on strengthening economic, social, and territorial cohesion. The European Regional Development Fund (ERDF) is the primary financial instrument supporting these efforts.

    • Regional development: Slovenia is investing in infrastructure, innovation, and human capital development to reduce regional disparities. This includes support for research and development, business support services, and digital infrastructure.
    • Urban development: The country is promoting sustainable urban development by investing in public transportation, energy efficiency, and green spaces. Efforts are also made to revitalize urban areas and improve the quality of life for residents.
    • Rural development: Slovenia is supporting rural communities through investments in agriculture, forestry, and tourism. The aim is to create jobs and improve living conditions in rural areas.
    • Interregional cooperation: The country is actively participating in cross-border and interregional cooperation projects to share knowledge and best practices.

    Slovenia’s implementation of PO5 is based on a territorial approach, taking into account the specific needs and challenges of different regions. The country is also emphasizing the importance of involving local stakeholders in the decision-making process.

In 2015 – The Association of Blind and Visually Impaired Associations of Slovenia (ZDSSS) successfully completed the Library of the Blind and Visually Impaired (KSS) project which started in January 2013. As part of the project, solid foundations were laid for the operation of the national library for the blind and visually impaired. visually impaired, which is also intended for people with reading disabilities. The project, financed from the resources of the European Social Fund, ranks among the largest and most prominent projects in terms of the amount of funding (3.1 million euros) and the results achieved.

The Office of the Government of the Republic of Slovenia for Development and European Cohesion Policy, the managing body for the European Structural Funds and the Cohesion Fund, has issued decisions on financial support for four energy rehabilitation projects of buildings owned by the Republic of Slovenia. Five buildings of the Ministry of Culture (National and University Library, Cankarjev dom, Slovenian Philharmonic, National Museum of Slovenia and Slovenian National Theatre), Novo mesto General Hospital (SB Novo mesto), Technical school center Maribor (TŠC Maribor) and Gymnazija Kranj.
