Marieke Willems (<a href=\"https:\/\/lisboncouncil.net\/\">The Lisbon Council<\/a>), Ioana Crihana (<a href=\"https:\/\/anbpr.org.ro\/\">ANBPR<\/a>), and Giuseppe Vitiello&nbsp;<a href=\"https:\/\/retedellereti.org\/\">(Rete delle Reti<\/a>) discussed European policy and related projects.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<div class=\"wp-block-group is-layout-grid wp-container-core-group-is-layout-af40bc3b wp-block-group-is-layout-grid\">\n<p class=\"wp-block-paragraph\">Taking an investigative approach, they followed the money to describe the European library policy making. From&nbsp;<a href=\"https:\/\/tellproject.eu\/resource\/european-structural-and-investment-funds\/\">available reports<\/a>, and complementary sources, an analysis of the funding shows that the EU budget invested in libraries is small: as little as \u20ac 0.76+ and \u20ac 0.023+ per capita through European Structural and Investment Funds and EU Action programmes (Erasmus+, Creative Europe, etc.) over ten years.&nbsp;Despite this modest investment, professional partners fiercely compete to access these grants. Why? Because EU-funded projects play a role in shaping a European library policy.<br><\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/retedellereti.org\/wp-content\/uploads\/2025\/11\/2025-11-17-10.30.25-www.ala_.org-f6c31a8179aa-1.webp\" alt=\"\" class=\"wp-image-4369\" style=\"width:397px;height:auto\"\/><\/figure>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Marieke Willems described the policy enacted by the&nbsp;<a href=\"https:\/\/librarin.eu\/\">LibrarIN project<\/a>&nbsp;(funded by the EU Horizon programme), as well as the&nbsp;<a href=\"https:\/\/librarin.eu\/resources\/publications\/\">policy briefs<\/a>&nbsp;useful to develop new library services. She also presented the \u201c<a href=\"https:\/\/librarin.eu\/toolkit\/what-works-db\/\">What Works<\/a>\u201d and the \u201c<a href=\"https:\/\/librarin.eu\/toolkit\/library-policy-tracker\/\">Library Policy Tracker<\/a>\u201d platforms, which respectively collect best practices in European libraries and monitor the progress of the&nbsp;<a href=\"https:\/\/www.coe.int\/en\/web\/culture-and-heritage\/-\/adoption-of-the-council-of-europe-recommendation-on-library-legislation-and-policy-in-europe\">Council of Europe Recommendation on Library Legislation and policy in Europe<\/a>.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ioana Crihana and Giuseppe Vitiello presented the&nbsp;<a href=\"https:\/\/tellproject.eu\/\">TELL project<\/a>&nbsp;and its objectives: drafting a Guide to the Council of Europe Recommendation based on TELL\u2019s&nbsp;<a href=\"https:\/\/tellproject.eu\/implementing-the-council-of-europe-recommendation-on-library-legislation-and-policy\/\">national reports<\/a>, creating an innovative curriculum, organizing&nbsp;<a href=\"https:\/\/tellproject.eu\/whats-the-scoop\/\">2 Winter schools<\/a>, and implementing a Road Map leading to the inclusion of libraries in the European Structural and Investment Funds for 2028-2034.<\/p>\n\n\n\n<div style=\"height:100px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>","protected":false},"excerpt":{"rendered":"<p>American Library Association IR Webinar (11.11.2025) November 16, 2025&nbsp;by&nbsp;Giuseppe Vitiello On November 11, 2025, the&nbsp;American Library Association (ALA) International Relations Round Table&nbsp;focused on European library policy.
